Ps4 free space but wont let me download

You need at least 50 GB of free space, wether it's a 40gb or 1gb game, it won't let you download it unless you have at least 50 gb free. I've had this issue when I didn't have a external drive. Either when imstalling a game or updating it. I would free up the space the PS4 was telling me, but it wouldn't be enough, even after deleting 2x the needed space. Sometimes I would need to delete more stuff, or simply restarting the system would make the message go away. There's loads of storage space on my PS4 and in the Minecraft game itself but I'm just stuck. It won't let me download anything else now, it's like there's a glitch/bug.
